Jamaica Observer online readers blast buggery law review

Jamaica Observer online readers have weighed in on a claim by international gay news website, Gaystarnews.com, that the People's National Party (PNP) is fielding at least two homosexual candidates in the upcoming general elections, following PNP President and Opposition leader Portia Simpson Miller's disclosure during last Tuesday's national leadership debate that a PNP government would review the contentious buggery law. The story was published in last Friday's Daily Observer and is one of the most-read online. Below are some of the comments:

 

ANONYMOUS: A waa yu a say! Two man soon can get married den. Jamaican people do you really want that?

YELLOW YAM: I guess in 50 years they'll be fighting for open paedophiles to be in Parliament... hmmm... the buggery law also includes buggery with animals... I guess we should let them in also. Let them all in... prostitutes, homosexuals, people who practice bestiality, paedophiles, everyone. After all, it's their own private business right? (I'm being sarcastic).

VIVIAN STEPHENSON: Jamaica because of its beggy beggy attitude, is kneeling to the shaft of homosexuality. Portia knows better than that, but she is desperate for votes. She wants to win so bad she will put her principles in the closet and allow this reprehensible lifestyle to permeate Jamaica...

R COOL: This whole issue at hand just proves and shows the high showing of illiteracy and its common practice of our people in Ja. No wonder the other so-called small islands are ahead of us with the exception of athletics. People have the right to live their lives the way they choose as long as they're not infringing on your rights as a person. The total misconception, misunderstanding and (misquoting) of what was actually said by Mrs P Simpson is so outrageously negatively propaganda.

TJ JACKO: We have all sinned and come short of the glory of God at times. We should not judge but I do not think we are judging, we are simply saying this is wrong. We have kids who are already confused and to add more confusion would be so unfair. Your sexual orientation should be kept to yourself and NOT be thrown in the faces of people who are not used to this way of life. If Portia wants to review it, then she can go ahead, but GOD forbid if she changes the law to suit homosexuality if she should win.

ANTONETTE W: People need to use their time and energy to stomp out sexual predators, child abusers, workplace sexual harassers, murderers, robbers and other malcontents who are destroying Jamaica and stop worrying about what adults do in their bedrooms. Oh, but I guess it's more exciting to gang up, ki-ki-ki-ki and point our hypocritical fingers at gay people rather than look at our imperfect selves.

PIERRE BUCKLEY: ...And so it begins. We are on a slippery slope. Jamaica has the choice to defend their moral tradition come December 29, 2011. Why can't gays understand that they are all welcome to Jamaica, but respect that we will not endorse their lifestyle nor treat it as normal? Is sex such a big part of their lives that we can't live in harmony without them bringing up their sexual orientation?

JAKAN: I have to give it to Portia for saying it BUT I wonder how that plan of hers would work. MPs would be voting by conscience yet by feeling in their constituency and that to me is an impossibility for the two won't jive. Would it not be a waste of time to even try when we know the majority belief? Also, if constituents have a say, why not do a referendum? I get it, we know the result already.

JAMES PITTERSON: The Lord God is Almighty and his words supersedes all. God created Adam and Eve for them to inhabit the earth and to procreate. God is the master of all. He made all things bright and beautiful. He knew what He was doing when he created Adam and Eve. HE is against HOMOSEXUALITY. If HE was for it, HE would not have created Adam and Eve.

JUS IRIE: In hedging his bets on a very controversial issue in Jamaican society Mr Holness has displaying an inability to lead from the front. In so doing, he handed Portia the moral high ground on the issue. The Bible Thumpers can quote verses until they are blue in the face. The good book does not address the issue. Amend the law to protect children; let consulting adults do what they want in privacy, even if it disgusts the rest of us.

COMMON SENSE: ...Over a third of the population have cancer but that does not make it good. We must stand up to the perceived fluffiness of what the first-world countries see in homosexuality. We here in Ja look at the physicality of it, which is disgusting and nasty; it should not even be called sex because the part of the body used for it is not a sexual organ but for waste release. Stand up to the big, bad guys Ja.

MR NEMBHARD: Why is the gay community calling this a victory?? All the lady said is that she'd be willing to put this law up for review, she went on to say how it would be done CLEARLY. The Cabinet ministers would basically have (to consult) their respective constituents on the matter. So, in essence, all would have a chance to individually answer to the question WOULD YOU LIKE THE BUGGERY LAWS TO BE CHANGED?... Yes Or No. The findings would then be brought to Parliament

MELVIN CONSTANT: Why now? Why go against the grain at this time? We should be talking about economic issues that matter. Jamaica is not up for sale. Jamaican people are God-fearing and would not want what happened in the Bible days to come upon them. Be careful how you get votes. We have ears, we know what we hear.

MAROON C: There they go, trying to bring that dirty American way of choosing a leader to our shores. I am appealing to u all, do NOT get caught up in this ungodly way of life. Jamaica is a God-fearing country and we should not loose sight of that. To those who want to join that bandwagon, maybe Portia can arrange for u one of their usual five flights a day to one of those place where people have rights to do wrong.

Frankly speaking I do not like where all this is going and the temperature seems to be unnecessarily being stoked by an enthusiastic media who knows very well that papers sells and interest increases vastly when this issue becomes mainstream. What I have come to see here is that the PNP tried to get the gay vote here but it seems to be backfiring in their faces but with much support from the noveau intelligentsia of the LGBT community who seem to miss in my view the possible fallouts this may have including violence to the least amongst us but those of course can be statistics to prove homophobia in Jamaica, who cares?

One word of advice to Mrs. Miller if you aren't sure of a win in a conscience vote do not suggest one in the first place, we all know the outcome of this if it is moved across the parliament floor in the absence of proper debate, unemotional thinking and proper engagement by the advocacy structure namely JFLAG, now we see why I have been criticising them as we have not sought to clear the air on certain issues including the perception of male homosexuals as paedophiles.

Booted from the Fellowship … said to be a homosexual ... Pastor's response is wanting

A criticism I and many others have had over the years of the church or some sections of it in treating persons who are discovered to be same gender loving and booted from their pews has made the Tell me pastor column, however Pastor Dumas's response as a psychologist to me is wanting of what the man ought to do given the circumstances outlined by the supposed letter writer, what was also indicated was that the letter writer went to Jamaica AIDS Support for LIFE, this particular story rings similar to a February 2010 Star News story where a deacon was allegedly recorded by church persons in a seventh day denomination making advances to a boy. He was reprimanded for it and told to sit at the rear of the church.  Paedophilia however is not homosexuality although there is same sex paedophilia around but perpetrators may not be necessarily gay. Obviously the religious community does not know how to handle the same gender sex issues that present themselves from time to time whether by consent or duress.

Dear Pastor,

I am a young man in my mid-30s who was molested twice at the age of 10 by my cousins. Since then, my life has been a struggle with mixed feelings. However, over the years, I have tried my very best to be totally honest in my day-to-day activities.

When I was 14 years old, I got baptised and started fearing God, but not long after, I realised that I have developed a very sensitive and high sex drive. I started exploring as teens would do, and I noticed that rare things were going on in my mind, mostly when I am around my male companions. At the time, I thought it was the norm for me to feel this way because I was developing into manhood, so I kept it really confidential.

When I was 16 years old, my mother learnt about my situation from a friend who was very concerned about my behaviour around males. She spoke to me about it, but she didn't follow up and we are still living in the same house. We live like normal mother and son.

My real challenge was when the fellowship at my church found out. The pastor preached about it that Sunday. He then called a meeting afterwards, but it didn't go down well, so I walked. One of my pastor's friends taped my voice by setting up a guy to ask me questions while he was acting as a gay.

I was attacked and beaten up badly in the community. I become a victim to many but I didn't move. I stayed in my community and underwent many years of victimisation. When I turned 20, I thought that getting married would have helped, but I also thought that the marriage wouldn't work. It would just be a cover-up.

I was now totally out of the Fellowship with my church, and even developed hate for the church. I started dating girls and having sex more and more just to eliminate my thoughts from guys. I was still feeling hopeless, empty and I couldn't find any peace of mind, even in the world that I became a part of. I still stood my ground and I stayed strong and brave and faced the situation head on, which as a result helped me to be motivated today.

I am not blaming the pastors and brethren who tried to kill me, or my cousins who started me out or even the society which never sought to find the answers. Since that time, I have never given up hope in myself because I have never accepted being a homosexual or bisexual as a lifestyle. Every day my wish is that I will overcome this behaviour.

Three years ago I was introduced to the Jamaica Aids Support organisation while they were celebrating HIV week. I was introduced to a panel of counsellors which from that time have continued to help me in a very positive way. I am proud to say that I am doing much better and I am serving God again.

I would like to thank the Jamaica Aids Support and the Ministry of Health and also you, pastor.

Dear C.A.R.,

You have explained yourself well. You have confirmed what so many practising homosexuals have said, and that is, they were not born homosexual, it was introduced to them by others who were much older than they were. Many practising male homosexuals claim that they were sexually abused by older men which have resulted in them becoming homosexuals. Lesbians make the same claim.

I regret hearing that your church did not show you much love and compassion. However, I am happy that you have been able to receive help from the Jamaica Aids Support. And I am also pleased to hear that you are endeavouring to serve the Lord. I hope that you will find fellowship in a church that recognises that all people are sinners. And as sinners, they should not condemn anyone.

I was of the opinion the goodly pastor/psychologist would have recommended some further interventions mainly counseling to deal with the emotional scars from the way too early initiation, it is true that many persons are exposed to sex via adult inappropriate contact although his previous recommendations have a reparative therapeutically tinge to them, some more work maybe needed to determine his true sexual orientation, it is however instructive that the writer never intimated he was not gay anymore and surprisingly pastor responds at the end that all are sinners and as sinners they should not condemn anyone. Is he on the road to a more embracing philosophy?This one is a little hard to make out though as there are so many other dimensions to this case that may not have been presented.

Why would the letter writer name the JASL in this piece though, is this a concocted letter to see how the Pastor responds? I hope there is some truth in all of this as these days a kind of unethical smoke screen seems to be pervading our land and advocacy work where persons write under pseudonyms and present sometimes falsified or embellished scenarios to see how perceived homophobic persons respond. We cannot continue to or at any time operate under a false pretext to gain recognition or rights, we must bring things out in the open honestly on a sound ethical footing.

Buggery problems stump Victim Support Unit ...............

A story carried in the Observer today October 25th was headlined as the post title and as the comments below surprisingly so far did not suggest that adult male homosexuals are responsible as usually happens with articles of this nature notwithstanding that consenting adults males who are same gender attracted are not lovers or prepubescent or pubescent children. Due to a lack of proper public education campaigns and rebuttals from mainly, you guessed it JFLAG, Jamaica Forum for Lesbians Allsexuals and Gays over these many years especially on the tabloid press front as they have massaged successfully into the nation's psyche that all homosexual males want is ass and if it's a child then look out or juxtaposed to the open adult male younger schoolgirl illicit sex trade both in and out of schools and on coaster buses where open sex occurs sometimes then the same promiscuity is compared to same sex youngsters teens and adults in these inappropriate relations. We hardly as the LGBT community properly confront this long standing challenge to differentiate consenting male homosexuals from paedophiles from ephebophiles (older men with teens sexually speaking)


We must condemn paedophilia and by extension any inappropriate relation that does not involve two consenting adults but we must avoid the labeling of gay men as predators or boy hunters as in the case of school girls hunted and primed by bus men or dons in inner city communities who demand sex from young girls as soon as the look "ripe" in their eyes.

ALTHOUGH no statistics were given to support arguments about a rise in the practice, buggery continues to be a major concern of the Victim Support Unit of the Ministry of Justice."We do have very serious buggery problems in this country," Rev Osbourne Bailey, senior coordinator of the Victim Support Unit told Observer editors and reporters yesterday at the weekly Monday Exchange held at the newspaper's Beechwood Avenue offices."Serious for me is not just a question of numbers.


If you are buggered there is hardly anywhere to turn. There is a stigma associated with it that is just traumatic, so the unit provides therapy for boys who have been buggered," said Rev Bailey, while underscoring the need for parents to pay closer attention to their children."I want to believe that it is not so much that it is on the increase, it is more now that such matters are now being addressed."We have been seeing more cases, not because I think that more has been happening, it is because people find out that a place is there to help them, so more people are coming forward. It's just like rape, we believe that the numbers for rape is about six times more than that reported,"


Rev Osbourne said.Buggery, or forced anal intercourse, has seen incidents spread all over Jamaica, Rev Bailey said, and based upon cases that have turned up before the Victim Support Unit, mainly boys in the age range of eight to 12 years are affected."The cases that we deal with are spread across the island, but we do see more in the urban centres than in the rural areas."Because of the stigma that is related to buggery, not a lot of people who have been buggered would admit openly that they have been buggered. They come in for other kinds of issues, like behavioural problems until we find out that they have been buggered.


 "It happens everywhere. There is no particular unique area that it occurs," he said.Rev Bailey gave an example of a boy who went to the unit recently who had suffered trauma after he saw a man who molested him years before."We had a child who was between eight and 10 and he came in because he saw a person (attacker), he became terrified, ran and regressed to an earlier stage of development, including wetting his bed and so on."His mother not knowing where to turn, took him to Victim Support, because we provide counselling, and when he came in we realized that what had happened was that he had seen somebody who had buggered him four years ago."He thought he had got over it, but then he saw the person and then [the incident] just flashed back and he became traumatized to the point where he needed therapy," Rev Bailey said.

The article does not say who is doing the buggering --- members of staff or the wards themselves.In the meantime infrared cameras would go a far way in providing the necessary protection. I cannot understand the aversion we have in this country for CCTV. I guess it is just a case where we think we can talk or wish our problems away. I am sure though that the homosexual community will say that nothing like this is going on.Probably the sleeping arrangements could be changed. Less talk more

The incidents of buggery within Jamaica will forever foster what is called homophobia in the US and UK. Buggery and ALL sexual offences should face some of the harshest punishments in Jamaica and the victims treated as victims. Jakan 201110/25/2011So Rev, did you report the bugger or saw to it that he got help or did you just pray for him and let him roam so he can bugger others? The police should be more vigilant now that this has become public acknowledgement.


My Two cents continued:
As I have expressed some concerns before the question of situational homosexuality can also be applied here  and even as far as substitutional sex for older teens of adolescents who are in a rehabilitation facility. Studies have proven the phenomenon to be present in same sexed institutions when persons are exposed for a particular amount of time. Legally children and teens cannot give consent until they are eighteen but with early initiation in younger generations a cause for concern were they actually forced into performing same sex acts, where or are their in the experimental stages as well? Maybe the sexual offences registry also need to be looked at in depth and implemented but being mindful of not placing on there the wrong persons who are male homosexuals simply because a teen in particular decided to "give them a piece" sometimes it is pressure from the very so called teen themselves on the now accused that lands them into trouble, then there is a spin on the story when they get to court for trial as a  recent case suggested strongly. The teen willingly found the man's home and forced himself on the adult as he was drunk, he overnighted at the man's home as it rained heavily albeit he was placed in a different room but the man woke up the following morning with the teen nude with him in the bed, the teen the returned to the man's home with his mother and a police patrol claiming buggery whilst intermittently suggesting some sort of compensation as the trial went on, the judge and all in the court soon realized the teens stories did not add up and we are awaiting the outcome as this post was prepared.


There also seems to be missing any serious psychiatric interventions based on the video above for the victims mainly boys as suggested in the article, also of concern are the Reverend gentlemen who are in touch with this boys, how can we verify their status as not being paedophiles while under the cloth and as for volunteers how do they vet them before accepting them?

Homophobic Killings or what?


It seems every time we walk away for a little peace and seemingly a lull comes over the community in as afar as incidents are concerned there comes something and very gruesome at that. RIP my brothers/sisters as the case maybe.
Late on the weekend of October 18, 2011 reports were published on various media regarding three incidents in a short space of time and of course whenever one hears of these incidents the natural inclination is to get angry and cry homophobia but as it turns out new information that has been corroborated has come forth. First let us look at the outlets and what was said.

New bloggers at the Pink Report reported that:


Home Eviction Turns Deadly! Gay Man Kills attacker forces another to Flee!


Montego Bay, St. James - Reports reaching the Pink Report are that a community member is nursing severe chop wounds at a St. James Hospital after successfully fending off two attackers who had visited his rented premises to enforce an illegal eviction order. The attackers were lead by the female landlord who wanted the man off the premises because of his alleged homosexuality. Up to the time of publication there is no indication that any monies are outstanding in respect of rent, maintenance or public utilities.
The report notes that on the afternoon of Wednesday the 19th October, 2 men lead by a female landlord attempted to evict the man who was living at a premises in the parish of St. James with another man. A struggle ensued in which knives/machetes were brought into play. The man being attacked was, however, successfully able to defend himself killing one attacker in the process and forcing the other to flee.


The St. James Police are currently investigating the circumstances but have preliminarily ruled it a case of self-defense.

The Ricardo Morgan murder story 

Then gay lawyer and AIDSFREEWORLD Consultant Maurice Tomlinson wrote a letter to the Gleaner regarding a news item carried on CVM TV on October 21, 2011 about the murder of a 16 year old youth in Western Jamaica. It read:


Are Jamaican Gays Dispensable?

THE EDITOR, Sir:
 During its evening newscast on Tuesday, October 18, CVM TV reported on the gruesome early-morning home invasion and murder of 16-year-old Oshane Gordon in the district of New England in Lilliput, St Elizabeth. According to the news report, the youngster, who had previously been threatened, was killed because of 'questionable relations with another man'.


As he tried to escape through a window, Oshane was first chopped on his foot to prevent him from going far. When Oshane's attackers caught up with their prey, they finished him off with several more chops.
His mother, who was at home with him, also received several chops and is now nursing serious injuries.
This is the second homophobic murder that CVM has reported in three months. The other occurred in Torrington Park, Kingston, on August 2.
Despite these vicious attacks and many more like them, there are still those who argue that Jamaica's deadly homophobia is a figment of the global North's gay hysteria and an agenda to smear our country's good name.


Thanks, CVM, for daring to report the truth. In the face of this carnage, the silence of our politicians on the need for tolerance towards homosexuals is both cowardly and deadly. Where is the leadership?
Or are gay Jamaicans simply dispensable?

Sad that this is what befell both gentlemen and it is interesting how politically correct CVM TV was in saying young Oshane Gordon was in an inappropriate relationship. I am really sorry for this loss for his mother and especially his father who expressed grief at the scene on camera given the suspicious circumstances. The Torrington Park matter is puzzling to me as you may have noticed I held my comments from August on this matter as it puzzles me that even though the deceased Ricardo Morgan resided in an inner city community he survived for so long with little interference if the truth be told, the community knew that he was a hair stylist, a profession not practiced openly by many males from the lower socio economic quarters, also what was more puzzling was why didn't the traditional "born and grow" culture or protection chips in and protected him, this however is a fragile shield and can shatter if any proof presents itself as confirmation for them to act on the accused with sometimes harsher violence, MSMs and WSWs have been shielded in a sense by this community phenomenon where if one was born in a depressed area, or has family residing there for extended periods or generations then even if one was suspected or being gay or lesbian that knowledge of your roots would act as a reason not to attack and in some areas outsiders cannot enter communities and point out suspected individuals. Clearly even with his sister supposedly in the altercation as an intermediary it didn't stopped his attackers from killing him. New information which has been corroborated suggests the killing was made to look homophobic because of a fear by a particular gangster in the area who Mr. Morgan had a secret relationship with had gone sour and he reacted publicly to the presence of a "new babymother" whom the man moved into his house.

The man learned of the upset or Mr. Morgan and warned him to keep it quiet however like in most small communities the news travelled and in a bid to protect his identity and secret the thug arranged the attack so as to avoid any future issues and finger pointing. The community to this day is still tense according to my source and his sister who spoke on camera is said to know more than she revealed on camera. What is also curious is that she resides in the community with no threat to her person. This matter or downlow relations in inner city communities going haywire is not new, we lost several other persons in years gone by due to this phenomenon. Kitty in early 2000 from Fletcher's Land, Kelly formerly of Rollington Town is another who was shot in broad daylight in downtown Kingston as he prepared his vendor's stall to do business. Another gruesome killing was a popular figure named "Carry on" or Opal who hailed from Tivoli Gardens and who was the worse case as his body was stabbed all over, multiple gunshot wounds and was dumped on the infamous Matches Lane wrapped in barbed wire, then there was the killing of a young man in upper St. Andrew under the guise that he made the moves on one of his attackers. Gay Panic Defense? When these types of killings are done the ones who often commit them or accused of such are empowered in the community and praised as well so they have nothing to loose in killing a suspected person when things go wrong. Brain scans used to detect paedophilia ......

Given the sensitivities involved in our caustic homophobic society and the misconception that has been allowed to become so deeply entrenched in our national psyche that gay men are in essence paedophiles and looking for the next piece of young ass to have this study is to be watched closely as it can help to diffuse that stereo type that feeds our violent homophobia but I am almost sure someone from the psychiatric community is going refute this in some way via some alternate theory. We have to keep a close eye on this development.

A study by German scientists shows that it may be possible to identify paedophiles by scanning their brains as they look at pictures of adults and children


In the study, which appears this month in the Archive of General Psychiatry, the scientists showed pictures of naked people of different ages to a group of diagnosed paedophiles and a normal control group. The researchers then scanned the subjects’ brains using functional magnetic resonance imaging (fMRI).

The differences in brain activity could pinpoint who was a paedophile and who was not at a rate of roughly 90 percent, according to the study.

The research, which involved professors from universities in Kiel, Berlin and Denmark, may have ground-breaking uses in the treatment of sex offenders, said Jorge Ponseti, one of the study's authors at the Christian Albrechts University of Kiel.

It is important to verify whether a first-time sex offender is truly a paedophile – in other words having an inherent attraction to prepubescent children – or merely committed a crime of opportunity, because treatment strategies are different for both groups Ponseti said.

“You can offer a paedophile drugs to lower sex drive or teach him in psychotherapy to avoid situations involving children, but you waste your time if you explain how to have a relationship with adult women,” Ponseti said. “You can approach someone who is not a true paedophile differently. It is important to know what kind of sex offender this is.”

Current techniques to determine whether someone is a paedophile, such as by using a device attached to the penis to measure arousal levels, are notoriously imprecise and not widely used in Germany. Some paedophiles are able to fool such devices by controlling their arousal levels.

Ponseti said he thinks the fMRI technique will be much more precise, although researchers are currently developing another study to see whether its possible for paedophiles to somehow fool it.

“Brain response to an emotional stimulus is very fast and it happens most likely before conscious acknowledgement of a picture takes place, so I think it is unlikely that faking will be successful,” Ponseti said.

Assessment of Pedophilia Using Hemodynamic Brain Response to Sexual Stimuli

Context Accurately assessing sexual preference is important in the treatment of child sex offenders. Phallometry is the standard method to identify sexual preference; however, this measure has been criticized for its intrusiveness and limited reliability.

Objective To evaluate whether spatial response pattern to sexual stimuli as revealed by a change in the blood oxygen level–dependent signal facilitates the identification of pedophiles.
Design During functional magnetic resonance imaging, pedophilic and nonpedophilic participants were briefly exposed to same- and opposite-sex images of nude children and adults. We calculated differences in blood oxygen level–dependent signals to child and adult sexual stimuli for each participant. The corresponding contrast images were entered into a group analysis to calculate whole-brain difference maps between groups. We calculated an expression value that corresponded to the group result for each participant. These expression values were submitted to 2 different classification algorithms: Fisher linear discriminant analysis and -nearest neighbor analysis. This classification procedure was cross-validated using the leave-one-out method.

Participants We recruited 24 participants with pedophilia who were sexually attracted to either prepubescent girls (n = 11) or prepubescent boys (n = 13) and 32 healthy male controls who were sexually attracted to either adult women (n = 18) or adult men (n = 14).

Main Outcome Measures Sensitivity and specificity scores of the 2 classification algorithms.
Results The highest classification accuracy was achieved by Fisher linear discriminant analysis, which showed a mean accuracy of 95% (100% specificity, 88% sensitivity).

Conclusions Functional brain response patterns to sexual stimuli contain sufficient information to identify pedophiles with high accuracy. The automatic classification of these patterns is a promising objective tool to clinically diagnose pedophilia.

All urged to aid in ridding commercial sexual exploitation of children


Minister of Health, Rudyard Spencer, has appealed for a collaborative effort from a wider cross section of stakeholders to rid the society of the commercial sexual exploitation of its children.


The minister made the appeal in a brief speech delivered by the director of the National STI/HIV Programme, Dr Kevin Harvey, at the opening of the Inter-American Programme for the Prevention and Eradication of Commercial Sexual Exploitation, Illegal Trafficking and Trade Children and Adolescents second regional meeting at the Jamaica Conference Centre last Wednesday.
Spencer said that the sexual exploitation of Jamaica's children, particularly for commercial purposes, was a challenge requiring immediate attention and an "united effort" to solve.

"Any sexual abuse or exploitation of that nature is abhorrent, and should never be condoned in any way, whether it is by turning a blind eye to the situation, or by protecting the perpetrator in any way," the minister said.

He observed that the situation worsens when children are involved, as they are generally abused by the very adults who are responsible for their care.

The health minister said while the Government must take the lead in promoting and protecting children's rights and well-being, the administration could not do it alone. He said that the help and cooperation of families, communities, non-governmental organisations, faith-based organisations and the private sector were needed.

"It is essential that we all assume a part of the responsibility if we hope to be successful in tackling this problem," he said, adding that the Government will continue to improve the protection offered to children through multi-agency collaboration and increased dialogue.

Spencer also cited the need to strengthen countries' policies, programmes and the legislative framework to improve the welfare of children, and ensure that their rights are observed and their needs met.

I decided to post this as I am concerned on many fronts:

The belief that male homosexuals are paedophiles and by extension we are about to homosexualize everyone else is disturbing to me

There is not enough care nationally about missing children and orphans

There is not enough concern from the LGBT community on these and related issues

To show that we too also care in genuine terms about the welfare of children

The anger that is directed at supposed stereotypes about us as predators should also be directed at child molestors, real paedophiles and ephebophiles who are in open view of our eyes yet we do nothing (coaster bus sex and no panty days for teen girls)

There goes "On The Ground News" again .......



So another instalment from the very popular Facebook Page "On The Ground News Report" has a glimpse into the pulse of Jamaican society when it comes to homosexuals and the views about us especially when certain actions are taken to point out rights based issues, those activities are viewed as an imposition of the stigmatized and predatory perceptions particularly of male homosexuality.

AIDSFREEWORLD along with Maurice Tomlinson and the slow in coming activists JFLAG have once again had an outdoor demonstration this time not at Devon House where the last two were before but at The Little Theatre in the morning.

Normally the photos captured at the event would have been sent but at post time they were not forthcoming but early indications suggest there more hostile reaction than normal at the other spots before probably due to the fact that the two Jamaica system is very much alive and well, the lower down to the heart of Kingston one comes is the more reactive and caustic the reactions come towards perceived ot actual homosexual occurrences.

Follow the rest of the thread here if interested but it is clear to all we have a far way to go in this gay versus straight drama clearly JFLAG is now seeing the seeds of its limpwristedness over the decade plus by not doing what it ought to have been doing effectively which is to disseminate information both inwardly and nationally in a timely fashion while agitating for the buggery law's repulsion while adequately challenging the stereotypes that has been stoked over the period as well by the print media clearly the stigma that we are paedophile/predators is exactly what is feeding this continued hate, simply demonstrating and having outdoor protests is NOT enough. Proper social interventions to include all the players those who agree or don't as to the way forward are also needed it's not enough to describe their growing number of critics through emissaries as bickerers yet boast you are the official LGBT organization yet are ultra selective in whom are to be engaged whilst saying they are speaking on our behalf, the hypocrisy must stop.

More is also needed from ordinary lgbt folk to get involved as well and bombard threads, walls and profiles such as this ONGR. We cannot sit and solely depend on the advocates. Rise up.

DSM 5 Needs To Reject Hebephilia Now
Striking New Evidence Further Undercuts This Poorly Conceived Proposal

The DSM 5 sexual disorders work group recently rejected rape as a mental disorder. It is now (past) time for it also to drop the silly proposal to add "hebephilia" to DSM 5. "Hebephilia" is a medical sounding term for what is a purely legal issue- the statutory rape of pubescent youngsters aged 11-14. This is a crime deserving punishment, not a mental disorder deserving psychiatric hospitalization.

The work group has tried to package "hebephilia" as no more than a natural extension of the already existing DSM IV diagnosis Pedophilia. This is false advertising. Having sex with someone who is post-pubescent is not at all the same as having sex with someone who is pre-pubescent. Puberty is the most decisive of all rites of passage-it makes a world of difference whether the victim has attained it or not.

Let's define Pedophilia first. It describes individuals whose predominant sexual arousal pattern involves an intense and recurrent interest in pre-pubescent children. Pedophilia is an official DSM diagnosis and is suitable for use in SVP proceedings (so long as it is carefully distinguished from molestation that is merely opportunistic or substance induced). Preferential sexual attraction to pre-pubescent children is rare and deviant.

In contrast, Sexual attraction to pubescent youngsters is common and has never been considered a mental disorder. A clear marker of this significant distinction is that the age of consent has varied so widely with time and place. It was 13 in many parts of the US as recently as 100 years ago. To lust after youth is normal; to act on this lust was once part of the courting ritual but is now a serious crime. It is not now, and never has been, a sign of psychiatric illness.

The "hebephilia" proposal was always a poorly thought out, obvious non-starter. It failed on conceptual grounds, was unsupported by scientific evidence, and would create disastrous forensic problems. Fortunately, there is a now a new and piercing nail to seal the coffin on this truly bad idea. An important data reanalysis by Wollert and Cramer (accepted for publication by Behavioral Sciences and the Law) has recently proved that the suggested criteria set for "hebephilia" is fatally flawed.

Let's count the four strikes against "hebephilia" as a mental disorder:

Strike 1) Sex with a pubescent teenager is most certainly a heinous crime, but equally certain it is not at all indicative of deviant sexual interest. Surveys show that it is very common to be attracted to pubescent youngsters (Calvin Klein had this figured out long ago). Evolution explains why. Our ancestors didn't live long enough to afford the luxury of a sexless adolescence- they got around to the serious business of procreation as soon as nature permitted them. For this evolutionary reason, sexual interest in the pubescent is hard wired and is not by itself deviant.

Strike 2) The DSM 5 sexual disorders work group suggested the puzzling idea that mechanically counting the number of sexual crimes the offender had committed could somehow help determine if he suffered from a mental disorder. This seemed foolish on the face of it. But a work group member then published data suggesting that counting crimes had actually worked in accurately identifying "hebephiles". The statistically naïve (including the paper's author) took this result as evidence that the proposed criteria set might possibly be workable. But Wollert and Cramer smelled a statistical rat in the paper and worked hard to track it down. Reanalyzing the original raw data with appropriate statistical methods, they found that (contrary to the original report) there was an extremely high false positive rate in identifying "hebephelia". This had been obscured by an obvious statistical error in the original analysis- the highly selective sampling of subjects at the poles of the continuum, arbitrarily excluding those in the middle.

Strike 3) The literature on "hebephilia" is pathetically thin, methodologically flawed, and mostly completely irrelevant to whether it should be considered a mental disorder. There is nothing in the few available papers to provide support for "hebephilia" as a mental disorder, no indication of how this alleged diagnosis should be defined, and no evidence that it can be accurately distinguished from simple criminality.

Strike 4: "Hebephilia" is a already forensic nightmare- widely abused in SVP hearings under the false guise of Paraphilia NOS. This will be even more tempting now that the fad of diagnosing rape as a mental disorder is about to end. "Hebephilia" would provide a new misdiagnosis to facilitate improper psychiatric incarceration. DSM 5 should not support this misuse of psychiatry to bail out a purely correctional problem.

The DSM 5 work group made three peculiar proposals- to include rape, hebephilia, and hypersexuality as psychiatric disorders. It has already been forced on the evidence to back track and reject both rape and hypersexuality. The report by Wollert and Cramer makes clear that now is the time for it to reject "hebephilia" and relegate it to the obscurity it has so long and so justly deserved.
